- Islamabad Capital Territory is presently administered as a federal territory. Giving it provincial status would require careful constitutional and financial planning for an elected provincial government with legislative and administrative autonomy.
- Federal and ICT Administration currently deliver services without a single “division budget” equivalent to a provincial ADP. Development support includes federal PSDP allocations — for example Rs 2 billion in FY 2025–26 for 13 ongoing schemes.
- Under the proposed restructuring plan for an Islamabad Province, functions are consolidated into multiple departments plus mandatory offices, based on similarity of mandate and service delivery requirements.
- The proposed financial setup sizes provincial secretariat costs for a single-district capital territory (about 2.36 million people across roughly 906.5 km²), rather than reallocating a shared provincial budget across multiple divisions.
- In the proposed arrangement, DG offices will be abolished, and their functions will be shifted to Provincial Secretariats (Existing Commissioner Offices).
- District-level field staff will remain unchanged; only Provincial Secretariat staffing has been proposed in the cost working.
